About the Metro St. Louis HIV Health Services Planning Council:

THE METRO ST. LOUIS HIV HEALTH SERVICES PLANNING COUNCIL IS A COMMUNITY PLANNING GROUP APPOINTED BY THE MAYOR. The Metro St. Louis Planning Council was established in 1993 and operates under the authority of the Ryan White HIV/AIDS Treatment Act of 2006 (formerly the Ryan White CARE Act). 

THE RYAN WHITE TREATMENT MODERNIZATION ACT is a federal law that provides funds to help pay for medical and supportive services for people living with HIV/AIDS and cannot pay for the care they need. The Mission of the Metro St. Louis HIV Health Services Planning Council is to develop and coordinate an effective and comprehensive community-wide response to HIV/AIDS in the St. Louis Metro area. 

THE PLANNING COUNCIL IS RESPONSIBLE FOR: 
• Developing a plan for the delivery of HIV care and service in the 11 county region 
• Prioritizing services for Persons Living with HIV/AIDS 
• Developing a plan for the delivery of these services 
• Ensuring that the St. Louis region continues to receive Ryan White Program Funding 

THE PLANNING COUNCIL IS MADE UP OF 41 Community members from various backgrounds, ages and ethnicities. Some members are people who are HIV positive, other members work in AIDS research and still other are caregivers and retired teachers. All meetings are open to the public. Everyone is encouraged to attend the meetings and share their opinions during the discussion segment. 

OVER 3000 PEOPLE LIVING WITH HIV/AIDS ARE HELPED BY THE PLANNING COUNCIL EACH YEAR. These services vary from simply referral and testing to funding and access to Primary Medical and Dental Services. 

THE METRO ST. LOUIS PLANNING COUNCIL ALSO FUNDS NUMEROUS PREVENTION AND TESTING EFFORTS. Rapid testing is available at numerous locations throughout the city and through mobile van units. For more information about confidential HIV and STD testing please call 314- 879-6300.

Overview of the Ryan White Act:

The Ryan White HIV/AIDS Treatment Modernization Act (also called the Ryan White Act) is a Federal law that was first passed by Congress in 1990. It was updated in 1996 and 2000 with new requirements. The Ryan White Act, passed by Congress in 2006, provides Federal government funds which are used to develop systems of care and to pay for medical and social support services for people living with HIV disease and their families. Our Bylaws:

The name of the Planning Council shall be the Metro St. Louis HIV Health Services Planning Council, hereinafter referred to in these bylaws as the "Planning Council." The Planning Council is an association made up of persons affected/infected by HIV/AIDS, and voluntary representatives of health care, human service and community-based organizations, which provide services to persons affected/infected by HIV/AIDS. The Planning Council shall serve the Greater St. Louis Transitional Grant Area (TGA), which includes St. Louis City, St. Louis County, and St. Charles, Jefferson, Warren, Lincoln, and Franklin counties in Missouri and Jersey, Madison, St. Clair, Monroe, and Clinton counties in Illinois. The Planning Council meets on the second Wednesday of the month. An attempt is made to have the meeting in a place that is centrally located.
